Some of the factors that will influence how effective Canada’s legal cannabis market is at reducing illegal sales include safety, quality, access, supply and branding. But as we approach legalization, it is quickly becoming clear that this sector will face the same competitiveness challenges facing others in Canada—namely outdated government thinking on business taxes and fees.
